      Subject: Sealed Bids Invited for a Property in Multan

      SPO invites sealed bids for the sale of a Property (Open Plot) measuring 5.5 Kanal (3327.5 sq. yds.), situated at Khewat No. 9/9, Khatooni No. 16 to 25, Mouza Bahadurpur, Behind Jamia Masjid Madina, Bosan Road, Multan. 

      The property features a boundary wall, entrance gates, built quarters, well-maintained mango orchards, and access to electricity/water supply. It is ideally suited for use as a farmhouse or for commercial purposes, including offices, marquees, gaming zones, restaurants, and similar ventures.

      1. Invitation to Claimants

      Although SPO holds a clear and marketable title to the property, any person claiming any right, lien, or interest in the property may notify the undersigned within seven (7) days. SPO shall examine any such claim before finalizing the sale.

      2. Bid Submission Deadline & Earnest Money

      Terms & Conditions – Disposal of SPO Property

      1. Earnest Money (Security Deposit)

      A refundable Bank Draft equivalent to 5% of the offered value, drawn in favour of SPO, must accompany each sealed bid as earnest money.  Bids submitted without earnest money shall be rejected. This amount shall be forfeited if the successful bidder withdraws after bid acceptance or fails to complete the payment as per the agreed schedule.

      1. Payment Schedule
      • Initial Deposit: 25% of the total amount, payable via Bank Draft in favour of SPO, within 7 days of bid acceptance.
      • Balance Payment: The remaining 70% must be deposited within 30 days of bid acceptance.
      • Adjustment of Earnest Money: The 5% earnest money (submitted with the bid) shall be adjusted against the final purchase price for the successful bidder, thereby completing the 100% payment.
      1. Viewing “as is, where is” basis

      The property is offered for sale on an “as is, where is” basis. Prospective bidders are encouraged to view the property prior to submitting their bids.       1. Bid validity & procedural safeguards

      Bids shall remain valid for 60 days from bid opening. Bids shall be evaluated through a structured, documented process consistent with transparency and audit requirements under widely accepted procurement frameworks.

      1. SPO reserves the right to
      • accept or reject any or all bids without assigning any reason,
      • cancel the bidding process at any time, and
      • negotiate with prospective buyers if bidding fails.

      (Note: In case SPO cancels the Bid, only the earnest money will be returned, and no matching amount is payable. Whereas, in case the Purchaser withdraws from the process, the submitted earnest money will be forfeited.)

      1. Seller’s Liabilities (Up to Transfer Date)

      The Seller (SPO) will pay all taxes, costs, charges, liabilities, debts, liens, utility bills, claims and expenses up to the date of the transfer. Any further tax levied beyond such date shall be the liability of the Purchaser.

      1. Purchaser’s Liabilities (Transfer & Mutation)

      All applicable taxes, stamp duty, registration charges, mutation fees, and other costs associated with the transfer of the property into the Purchaser’s name in the records of the Revenue Department shall be borne exclusively by the Purchaser. This is in line with standard disposal practices and ensures full cost transparency throughout the transaction.

      1. Possession

      The possession of the property or any part thereof is to be given to the Purchaser after the full payment of the sale consideration and transfer formalities are completed.

      1. Governing Law & Dispute Resolution

      These terms are governed by the laws of Pakistan. In case of any dispute, the parties shall first attempt to resolve it amicably through good-faith consultation. If no resolution is reached within fifteen (15) days, the matter shall be subject to the exclusive jurisdiction of the courts in Islamabad.

        SPO’s Monitoring, Evaluation, Accountability and Learning (MEAL) Department ensures transparency and accountability across all programme and project outputs through

        continuous monitoring and periodic reviews involving communities, civil society institutions, and regional and National Centre staff.


        The MEAL team assesses programme and project performance at the process, output, outcome, and impact levels throughout implementation. Performance is closely monitored, assessed, and reported, with monthly review meetings held with respective teams and SPO’s Senior Management Committee (SMC) to discuss findings and take corrective measures or strengthen future actions.

      • Management Information System

        Management Information System (MIS) supports programme planning, reporting, data analysis, ongoing monitoring, and real-time reporting on achievements and challenges.

        The MIS has improved organizational efficiency, reduced costs, enhanced programme management, and significantly reduced paper usage across countrywide offices. It also serves as a central archive for institutional data, including project proposals, donor reports, research studies, monitoring and evaluation, financial reports, partner profiles, thematic profiles, Annual Reports, and project fact-sheets, strengthening SPO’s knowledge management.

      • Programme Development

        The Programme Development Department is mainly responsible for proposal development, budget planning and logical framework design. It focuses on identifying programme/ project opportunities, networking donor liaison, and designing the programme and project proposals across the organizations’ four thematic areas.

        The core principles of designing the proposals are based on context-responsive interventions, adopting rights-based approaches, participatory methodologies, GESI principles, and nature-based solutions; and ensuring alignment with organizational, national and international standards through rigorous compliance reviews.

      • Communications

        The Communications Unit provides comprehensive support and helps promote the Organization’s image, activities, programs, and initiatives at all levels with multiple stakeholders, partners, government, and national and international organizations. The Unit serves as a bridge between the organization, the public, and the media, ensuring that SPO’s image and activities maintain high visibility and strengthen its branding, public profile, and engagement in public affairs.

        It takes care of all donor visibility requirements, ensures compliance with SPO’s branding guidelines, and produces success stories, publications, and annual reports.

Project Title:   Improving Mother and Child Health Care by Capacity Building of Health Facilities

Project Donor: USAID through Jhpiego

Project Duration: Thirty Months (starting from January 2015)

Project Location: Sindh (District Jacobabad)

Project Brief:

SPO will work with 90 health facilities of district Jacobabad for improving mother and child health care services. Main activities which SPO will carry out include; 

  • Mobilize health professionals (both medical and para medical) to participate in the trainings organized jointly by SPO and Jhpiego.
  • Work with district health department to identify the supply side needs and share them with Jhpiego for provision.
  • Provision of transport/ambulance to pregnant women in case of complex deliveries to avoid three delays leading to maternal and newborn mortalities
  • Conduct community events to raise awareness about MNCH issues and ways of addressing them.
  • Conducting trainings after receiving ToT on complex MNCH issues and ways to deal with them
  • Develop referral system for women to access better pre, post and anti-natal services.

Project Title:Community Mobilization for Getting Out of School Children Enrolled in Schools

Project Donor:DFID via Adam Smith International (ASI) under Punjab Education Support Project-2 (PESP2)

Project Duration:Nine months (starting from April 1, 2015) with a possibility of extension for three years

Project Location:DistrictBahawalnagar& District Bahawalpur

Project Brief:

SPO signed a project with ASI for getting out of school children enrolled in schools. The project aims to get 30000 children from around 500 villages of district Bahawalpur and Bahawalnagar enrolled in school. It is a milestone based project and payment will be made, based on number of children enrolled in schools. 

The activities of the project include;

  • Doing a baseline of out of school children
  • Working with SMCs and education department to support enrolment campaigns
  • Taking need based special initiatives like provision of transport to deserving children, financial support to cover cost of uniform, stationary or providing audio visual aids to schools where needed.
  • Awards for best performing teachers and students in terms of enrolment and retention of children at schools
  • Counseling sessions with mothers
  • Establishing peer groups of children for motivating out of school children to join schools
  • Training of teachers for making child friendly classrooms and on child friendly behaviors
  • Initially the project is approved for nine months to pilot this initiative in two districts with a possibility of extension for three more years subject to successful implementation of pilot.

It is important to note that SPO was the only organization selected for the project through social mobilization approach. The rest two organizations selected for pilot phase are service delivery organizations including Ghazali Education Trust and BRAC who will implement the project in two other districts. This is an opportunity on one side, hence a challenge on the other to prove the social mobilization approach to be the best approach for getting children enrolled in schools.

Project Title:Enhancing Capacities for Transparent and Accountable Local Governance

Project Donor:USAID via Citizens Voice project

Project Duration:One year (starting from March 31st 2015)

Project Location:South Punjab (Districts Multan, Muzaffargarh and Khanewal),

Sindh (Districts Thatta, Badin and Karachi)

Project Brief:

The scope of the project is likely to be achieved by sensitizing civil society and local political leadership on the elements of transparency and accountability of local governance. This will be done by building the capacities through trainings and interaction among the target groups of Community Based Organizations (CBOs) and politicians.An approximate group of 60 CBOs (10 in each district) and 120 politicians (20 in each district from prominent political parties of PML (N), PTI, PPP and PML (F)) will be engaged in this project and would serve as change makers. The capacity building of both the groups would revolve around the Right to Information Act 2013 in Punjab and on Freedom of Information Act 2006 in Sindh and district budget tracking and monitoring. In addition both the groups would also be sensitized on Advocacy &Lobbying skills to better perform their roles towards ensuring transparency and accountability in local governance. The action plans of both the groups would target issues related to service delivery and demand creation around the five departments of health, education, Local Government &Rural Development (LG&RD), Women Development and Public Health Engineering Departments. The office of Ombudsman and Information Commission would be closely involved in the project interventions. The broad strategy of the project would revolve around the following targets:

  • Baseline and end line assessments with the target groups (CBOs & politicians) for demonstrating gaps in their capacity to perform their roles and responsibilities towards transparency
  • Capacity building of the target groups on RTI &FOI and budget tracking mechanisms
  • Developing linkage among the target groups and other relevant stakeholders from public and private domains on ensuring transparent and accountable governance in in their respective districts and provinces
  • Presenting token of appreciation to the best performers (individuals & departments) for their performance in ensuring transparency and accountability in their respective departments
  • Dissemination of information among wider audience in the form of case studies on the process of complaint lodging and complaint handing by the office of ombudsman/ information commissions.

Project Title: Access to Clean Drinking Water & Health and Hygiene Promotions for Temporarily Dislocated Person (TDPs) of North Waziristan

Project Donor: World Vision International

Project Duration: Four months (starting from March 2015)

Project Location: District DI Khan

Project Brief:

SPO will address the immediate needs of TDPs as communicated by District Government D I Khan while assessing the feasibility for the proposed project: 

  • Provision of the adequate supply of clean drinking water to TDPs and host families
  • Increase awareness about health & hygiene to the TDPs and
  • Provision of health & hygiene kits 

The anticipated activities that fulfill the immediate needs are:

Project Title: Citizens First, Increasing Human Security in Pakistan and Afghanistan

Project Donor: Dutch Ministry of Foreign Affairs (MoFA), the Netherlands through Oxfam Novib

Project Duration: 1st April 2015 to 30th June 2016

Project Location: Sindh (Khairpur, Sukkur, Shikarpur and Larkana Districts)

Project Theme & Brief: SPO will work with communities in the mentioned districts to build their capacities, create awareness and mobilize them to demand inclusive development based on local needs and international commitments. Main objectives which SPO will carry out include;

  • People will be educated and mobilized for basic human rights, peace, tolerance and social services.
  • Increase in capacity for evidence based advocacy with district, provincial and federal level.
  • CBOs and Community groups will be able to engage with local authorities on public demands for basic social services.
  • CSOs will be facilitated / supported to lobby and campaign for pro-people planning and budget allocation by putting forward alternative recommendations. 
  • Alliances of CSOs / CBOs all over Pakistan will be created to campaigning and lobbying with federal / national assemblies and related bureaucracy in Pakistan for responding positively towards international commitments and obligations for rights of citizens.
  • Increase in interaction among civilian actors among Pakistani and Afghanistan to challenge existing stereotypes about each other.

Project Title: Peace Building, Social Cohesion & Resilience

Project Location:  Karachi & Jacobabad

Project Donor: UNICEF

Project Duration:  From July 2013 – July 2014

Scope of the project:  The purpose of the program is to promote and strengthen social cohesion and resilience (SCR) through education in vulnerable and conflict prone contexts of Sindh.

Project Theme & Brief:  The concept of UNICEF (SCR) project is all about Peace Building, Social Cohesion & Resilience. The project is mainly designed to increase capacity of youth to prevent, mitigate and tackle conflicts, and promotes peace in light of research which reveals that lack of true education is the primary hindrance for peace and social harmony and out of children is more at risk of being victim of violence and social exclusion. The area of intervention of SPO is Kiamari town covering 3 UCs and 2 UCs of district Jacobabad. This theme is consistent and aligned with UNICEF’s Global Peace building, Education and Advocacy Program.

Expected Outcome /Outcome of the Project:

Outcome I: Increased recognition and inclusion of social cohesion and resilience into education policies and plans, and vice versa, in Pakistan

Outcome II: Increased capacity of institutional actors, especially Provincial Education Departments, to contribute towards SC&R.

Outcome III: Increased capacity of target children, parents, teachers and community members to prevent and cope with conflict and promote peace.

Outcome IV: Increased access to quality, relevant education for Out-Of-School Children.

Outcome V: Adequate and relevant evidence generated to inform programming in target provinces in the areas of conflict sensitivity, and education for strengthening social cohesion.

Project Title: Organizational Capacity Building – Umeed Jawan Project with Creative

Project Location: South Punjab & Lahore

Project Donor: Creative Associates /USAID

Project Duration: 11 Months (24 July 2014 to 12 June 2015)

Scope of the project: Project with the Creative on Organizational Capacity Building of NGOs, CSOs and CBOs Working on Youth Initiatives.

Project Theme & Brief: The 11 months’ project intends to establish a state of the art Resource Center (RC) at a central location in Lahore. The Resource Center  serve as a hub for the capacity building and mentoring of 50 local NGOs, CSOs and CBOs with regards to the planning and implementation of development sector projects.

Project Status: Ongoing

Expected Outcome /Outcome of the Project:

Outcome I: Establishing a state of the art Training and Resource Center in Lahore

Outcome II: Building the capacity of local NGOs, CSOs and CBOs through training on organizational, programmatic, and financial aspects of proposal development and project implementation

Outcome III: Reducing the attraction of violent extremist (VE) groups and behavior by assisting the organizations in developing youth related projects in the target towns of Lahore and four districts of South Punjab

Project Title:  Organizational Capacity Building

Scope of the project: The aim of the project is to establish a Resource Centre and to build the capacity of 50 NGOs and CBOs of the Lyari, Korangi and Sultanabad on organizational development and make them able to qualify for small grants to promote peace and Harmony among youth. These grants will be provided by USAID through Creative Associates under Karachi Youth Initiative.

Project Title:   Water Energy & Climate Change (WECC) project

Project Location:  Five Union Councils of Taluka Shahbandar District Thatta

Project Donor:  Pakistan Poverty Alleviation Funds (PPAF)

Project Duration:  April 2012 to March 2014  

Scope of the project:  Water Energy & Climate Change (WECC) project 120 Community Physical Infrastructure (CPI) were to be implemented in 5 union councils of Taluka Shahbandar, district Thatta. As there are five development sectors which will be addressed i.e. drinking water supply schemes, Communication (culverts, small bridges & bricks pavement) Solar/Wind Energy and flood protective works.

Project Theme & Brief:   Under PPAF-III supported Water Energy & Climate Change (WECC) project 120 Community Physical Infrastructure (CPI) were to be implemented in 5 union councils of Taluka Shahbandar, district Thatta. Expected Outcome /Outcome of the Project:   

According to the Village Development Plans the one key prioritized issue were selected for the CPI project. So far there are 52 schemes have been implemented and out of which 21 schemes have been implemented with women organizations. Sector wise detail of CPI schemes is given in below:

•     44 Bricks Pavement /earth embankment
•     61 Culverts & Bridges
•     03 Pit latrines
•     18 Solar Home lights

 As the CPI projects are need based and developed with participatory approach therefore the respective community organizations contributed 8% cost of total project. That process is showing the interest and sustainability of the schemes.    


 

Project Title:   Ending Torture and Ill-treatment of Women in Police Custody in Pakistan

Project Location: Rawalpindi, Islamabad & Lahore

Project Donor: Oxfam GB

Project Duration:  February 2011 to November 2013               

Scope of the project:  To conduct trainings which aimed at enhancing awareness, behavior change for better implementation of UN Convention against torture with Police, Jail, Dar ul Aman Officials. The project also endeavored to galvanize in national advocacy campaign for anti-torture bill in the country.

Project Title: Livelihood Enhancement & Protection (LEP)

Project Location:  Two Union Councils of Taluka Shahbandar District Thatta

Project Donor:  Pakistan Poverty Alleviation Funds (PPAF)

Project Duration:  November 2011 to October 2013 

Scope of the project: Under PPAF-III two union councils of Taluka Shahbandar district Thatta were selected for livelihood enhancement & Protection (LEP) project interventions i.e. Ladiyoon and Jhungo Jalbani. As project interventions focused on to support ultra & vulnerable poor’s as poverty can be addressed. In this regard through poverty score card baseline ultra & vulnerable poor’s beneficiaries were.

Project Theme & Brief:  Project interventions focused on to support ultra & vulnerable poor’s as poverty can be addressed.

Project Status:  Completed

Expected Outcome /Outcome of the Project:  Decreased poverty rate in the target areas.


 

Project Title:  Human & Institutional Development (HID)

Project Location:  Five Union Councils of Taluka Shahbandar District Thatta

Scope of the project:  Apart from that capacity building of all three tiers COs, VOs & LSOs was also part of the project.  The project provided an opportunity to build the capacity of project staff on different related subjects. The second core objective of the project was focused on good governance among the community based institutions; create accountability and transparency within the CBIs.  And the third important core value of the project was inclusion of marginalized and disadvantage sections of the community including ultra poor, women and persons with disabilities in CBIs.

Project Theme & Brief:   Human & institutional Development (HID) project was mainly focused on community mobilization at the three  tiers level i.e. revitalization of old Community organizations (COs), formation of new COs, federation of COs into Village Organization (VOs) and also federation of VOs into union council level Local Support Organizations (LSOs).

Project Status:  Completed

Expected Outcome /Outcome of the Project: 

Outcome I: Enhanced capacity building of all three tiers COs, VOs & LSOs was also part of the project. 

Outcome II: Improved mechanisms of good governance among the community based institutions; create accountability and transparency within the CBIs.
